国际贸易一头连着海外、一头连着国内，是上海建设国内大循环中心节点、国内国际双循环战略链接的重要支撑。1992年，“上海国际贸易中心建设”成为国家战略，2001年国务院明确战略定位。“十三五”期间，上海国际贸易中心全球枢纽功能持续巩固，集聚辐射功能不断增强。根据《“十四五”时期提升上海国际贸易中心能级规划》，经过5年努力，上海国际贸易中心将实现能级跃升，基本建成全球贸易枢纽、亚太投资门户、国际消费中心城市、贸易投资制度创新高地。今年1月，《区域全面经济伙伴关系协定》（RCEP）正式生效，这为上海深入推动构建对外开放合作和竞争新优势，抢抓开放型经济新机遇，培育新动能提供了契机。本期“眼界VISTA”我们聚焦：上海国际贸易中心建设与高质量落实RCEP。

2021年，上海国际贸易中心建设实现了“十四五”良好开局。一起来回顾下重要进展吧！

Shanghai’s performance in pursuit of the international trade center initiative in 2021 marks a good start of the 14th five-year plan period.

Here are some prominent indicators:

口岸进出口总额10.1万亿元，增长15.4%，继续保持全球最大口岸城市地位;

The import and export volume through port was 10.1trillion yuan, up by 15.4% and keeping Shanghai’s status as the world largest port city;

全市货物进出口总额4.1万亿元，增长16.5%，消费品进口约占全国1/3;

The trade in goods was valued at 4.1trillion yuan, increased by 16.5%. The import of consumer goods took up 1/3 of the national total;

服务进出口总额2294.1亿美元，增长49.5%，规模位居全国各省市第一;

The volume of trade in service amounted to 229.4billion USD, up by 49.5% and ranking the first among all the cities and provinces of China;

实际使用外资225.5亿美元，增长11.5%，规模再创历史新高；

The actual utilization of foreign capital reached 22.55 billion USD, up 11.5% and hitting a record high;

社会消费品零售总额达到1.81万亿元，同比增长13.5%。规模稳居全国主要城市首位；

The retail sales of social consumer goodsremained the top of the list of all the major cities in China, reaching 1.81 trillion yuan, up by 13.5% year on year;

商品销售总额16.3万亿元，同比增长16.5%；

Merchandise salesamounted to 16.3 trillion yuan, grew by 16.5% year on year;

电子商务交易额3.24万亿元，同比增长10.2%。

E-commerce transaction volumeregistered 3.24 trillion yuan, up 10.2% on a year-on-year basis.

RCEP

提到国际贸易中心建设，对接《区域全面经济伙伴关系协定》(RCEP)是不容忽视的亮点。

One can hardly do justice to the topic of international trade center initiative without proper attention to theRegional Comprehensive Economic PartnershIP (RCEP). Let’s briefly take a look at what’s happening!

《区域全面经济伙伴关系协定》是2012年由东盟发起，历时八年谈判，由包括中国在内的15方成员国制定的协定。2020年11月15日，第四次RCEP领导人会议以视频方式举行，会后15个成员国正式签署了《区域全面经济伙伴关系协定》，标志着当前世界上人口最多、经贸规模最大、最具发展潜力的自由贸易区正式启航。

The Regional Comprehensive Economic Partnershipagreement was initiated by Association of Southeast Asian Nations (ASEAN) in 2012. It is an agreement formulated by 15 members including China, taking 8 years to conclude the negotiation. On November 15, 2020, the Fourth RCEP Leaders' Meeting was held online, after which the RCEP agreement was signed. It marks the official launch of the free trade zone with the largest population, the biggest economic and trade scale and the greatest development potential in the world.

2022年1月1日起，RCEP正式生效，不仅可以大力推动成员国之间的贸易发展，而且协定的统一规则有望极大地促进企业之间的国际投资。预计成员间90%以上的商品贸易将实行零关税。同时，协定还将便利人员流动，鼓励区域知识交流。

On January 1, 2022, the RCEP entered into force. Poised to drive forward the trade among member countries, this pact is expected to greatly facilitate international investment through uniform rules. More than 90 percent of merchandise trade among the members is expected to be subject to zero tariff. Benefits also include the facilitation of the movement of people and regional knowledge exchange.

What we do

2022年，上海将积极深化国际贸易中心建设，深入对接RCEP，加快构建链接全球的贸易投资网络，大力发展跨境电商、离岸贸易、国际分拨、保税维修等新型国际贸易。

In 2022, Shanghai will deepen the building of international trade center, bring RCEP into full play, expedite its efforts to build a global investment and trade network,and vigorously develop new types of international trade, such as cross-border e-commerce, offshore trade, international distribution and bonded maintenance.

二月，市商务委发布了《上海市关于高质量落实<区域全面经济伙伴关系协定>（RCEP）的若干措施》，旨在支持企业在原产地规则下优化产业链，促进先进制造业发展，进一步开放服务贸易，扩大市场准入，促进双向投资与合作。

In February, as approved by Shanghai Municipal People’s Government, Shanghai Municipal Commission of Commerce issued Several Measures of Shanghai on High-Quality Implementation of RCEP to further promote investment among RCEP member countries by supporting enterprises to optimize industrial chains under the rules of origin, promoting advanced manufacturing, liberalizing trade in services, expanding market access, and facilitating two-way investment and cooperation.

RCEP最优关税查询系统正式推出，为各国企业提供精准服务，进一步促进区域贸易发展。

The commerce departments of all levels in the city took concerted efforts to roll out an inquiry system of RCEP optimal tariffs, offering tailored services for enterprises of all countries, facilitating trade under RCEP.
